Cats, Dogs to Get Rights in Russia
A new bill will require basic conditions for the keeping, walking and euthanasia of dogs and cats. Provisions include that:
Cats and dogs will be classified as private (pets with guardians) and public (strays and street dogs and cats).
Keeping cats and dogs in stairwells, basements and attics will require the consent of all the inhabitants of the building. People will be required to clean up after their pets.
Dogs over a certain size cannot be walked by someone who’s drunk.
Not exactly progressive in the normal sense of the word, but perhaps a start …
